Grafton-raised administrator takes charge of suspended Clarence Valley Council

A man who began his career in Grafton has returned to the Clarence Valley to take over a council in crisis.

John Rayner PSM has started work as Interim Administrator of Clarence Valley Council. NSW Minister for Local Government Ron Hoenig appointed him for three months, and he now carries out the role of the councillors.

The council was suspended for three months in an announcement on Thursday, 15 October.

“I have today suspended Clarence Valley Council for three months,” said Mr Hoenig at the time.

The suspension followed a unanimous request from councillors for an inquiry into governance, administration, operations, and financial management.

Trouble had been brewing since September, when a mayoral ballot ended in a 4-4 tie between Ray Smith and Peter Johnstone. Mr Smith’s name was drawn from a hat, but then-General Manager Laura Black declared Mr Johnstone the winner. Mr Johnstone later resigned and a new ballot was held.

Ms Black’s contract was terminated on Wednesday, 23 September. Adam Cameron is now Acting General Manager.

Council meetings will continue and remain open to the public, while the Acting General Manager runs day-to-day operations.

Mr Rayner was born and raised in the Northern Rivers. He grew up in Coraki, attended Lismore High School, and began his career in Grafton. His more than 60 years in local government include 33 years as General Manager of Sutherland Shire Council.

“Having grown up in the area, I know the Clarence Valley and understand how important Council and its services are to the community,” Mr Rayner said.

“The Minister has identified key priorities that he’d like me to review.”

He will report to the Minister in December. His priorities include overseeing the appointment of a new General Manager and reviewing governance matters.

“I recognise this is an important period for Council, its staff and the community. I will take the time to listen, understand the issues and ensure the work undertaken is thorough, fair and evidence based.”

Residents are welcome to speak with him.

“My door is open to residents who wish to talk to me,” Mr Rayner said.
